Plan of territorial action that uses cultural infraestructure following social productives premises to stimulate and support activities and cultural events in high conflict and violence neiborghoods. The goal is to stimulate social participation processes in the youth population of these sectors, to decrease the extremely high index of juvenile crime and delinquency.

Explain your initiative in more depth and its stage of development.

The absence of public green areas envolved with educational, recreational, artistical and social productive offers in the area of Valle-Coche, and in the whole SouthEast area of Caracas in general, for the youth population, proposes the creation of a park with ideal infrastructure to develop educational, recreational, artistical and social productive activities related to arts, work and popular and alternative communication ways, to encourage youth participation and inclusion in the job area of Valle-Coche. It will also constitute a public space for the cooperation between the people, with participation of the citizenship, to build a sense of belonging with the community. This will encourage the people to become into transformation agents for good of their own spaces in their city.
Tiuna El Fuerte Park is a territory of cultural and artistic action. In this space, make up plenty of national and international associations envolved with the street culture, multimedia communications, sociocultural investigation, sustainable architecture and community social work. The objectives are related to:
1. Artistic and cultural training for kids, teenagers and young people in situation of social risk
2. The promotion and expression of the local, national and international art
3. The social productive development through the arts, the crafts, the popular and alternative communication, as well as the social and cultural investigation, all of this orientated to impulse the harmonious development of the area of El Valle, to generate work opportunities for young people.
4. The investigative action, headed to build knowledge and public policies for the young people in popular sectors.

The lot will finally make of 9.977 m2 a social productive and ecological park, unveiling a complex of opencast auditoriums, conformed by 5 sections, where are located complimentary spaces of training, classrooms, dining rooms, sportive areas, all of them with street lightning, urban furniture and alternative landscaping.

How does your strategy and approach respond creatively and comprehensively to key issues?

The proposal comes from the problem of availability of public space persistent in Capital District, since Caracas counts with less than 5 m2 of green and recreational areas per inhabitant, and onlu 0,26 m2 p/p in the Libertador county (where the project is located). The impressive numbers indicate a minimum distribution of the parks, squares and places of amusement for a total of 2.103.404 inhabitants.
The project idea is focused on transforming and reprogramming an old abandonned parking lot of 8.000 m2, to convert into a cultural park as a model or alternative of public space for the city, at a scale of microurbanism, making this space a inclusion area for the community.
This proposal looks forward to contribute with the development of a policy of juvenile inclusion and also a policy of transformation for the city, from a proposal of early prevention, giving a new meaning to the experiences with the public space, starting with the recognition of the culture as a very important part of social life. It also looks to solve the problem of juvenile unemployment and, from there, decrease the violennce and youth offenses (cause of unsafety of the city), through the activation of training spaces linked to the social productive platforms.
The Tiuna El Fuerte Park is structure under a constructive logic based on recycling and reutilisation of objects of the comsumption society, giving it them a second use and integrating them to topics that create social and environmental conscience.
The whole component establishes a perfect conjunction between formal and informal, between the neighborhood and the city. Its field of action it is not limited to its 8.000 m2, because its mobile units and the cultural program combine to sink into the neighborhood problems. This way you can create a social and cultural synergy, between the two worlds.
